Philadelphia-based Humane Law Enforcement Officers

George Bengal Photo George Bengal – Director of Law Enforcement
George was formerly a police officer with the Philadelphia Police Department K-9 Bomb Squad Unit for 22 years. The PSPCA are lucky to have him aboard. His information is invaluable. Nicknamed “Flash” by his colleagues, because of the speed at which he works, George is a natural leader and brings a wealth of experience and knowledge to the department of animal-cruelty investigations.

greg jordan photo Greg Jordan – Humane Law Enforcement Officer
Greg is 26 years old and a former park ranger. After four years with the Philadelphia park system, he made the transition to working with the PSPCA. He’s the newest agent trainee. When not at work Greg enjoys hiking, history, and playing with his bulldog and 14-year-old turtle.

Leonard Knox Photo Leonard Knox - Humane Law Enforcement Officer
Leonard Knox is the beating heart of the PSPCA – his love for animals brought him to the agency 27 years ago. He started as an ambulance driver, bringing in injured and stray animals. He still remembers the day he was sworn in as a fully blown agent, and that dedication brings him in every day, come rain or shine. His easygoing nature puts everyone involved in investigations at ease. He talks to people in a way that gets them to give him the information he needs.

Juan Martinez Photo Juan Martinez – Trainee Agent
Juan is 21 years old and lived most of his life in Puerto Rico, where he says there was no Animal Control. Once back in the States, he decided to try a career working with animals. He’s been assigned to a region of Philadelphia where his bilingual skills are essential. When he’s not working Juan enjoys rehabbing cars, playing basketball and break dancing.

Ashley Mutch Photo Ashley Mutch – Humane Law Enforcement Officer
Twenty-one-year-old Ashley has recently earned her bachelor’s degree in criminal justice. She’s new to the PSPCA and will soon become a satellite agent in the Lehigh Valley region of Pennsylvania. When Ashley’s not working, she loves to snowboard and play “guitar hero.” She has two kittens.

Wayne Smith Photo Wayne Smith – Humane Law Enforcement Officer
Wayne Smith brings his strength, skill and smile to the job. He’s physically fit and a bodybuilder – two things that should stand him in good stead as he starts out in his new role as agent. He was a member of the PSPCA rescue rangers for five years before it was recognized that he had all the skills it took to be an agent. He successfully completed the agent trainee scheme last summer, and since being sworn in has proved a committed and passionate member of the team.

Elizabeth Elizabeth "Betty" Sorel - Humane Law Enforcement Officer
Betty Sorel is 28 years old and started her career working with animals as a volunteer at the PSPCA. She has worked in the kennel, as a driver, and now as an agent trainee. After Hurricane Katrina, Elizabeth went to New Orleans to help rescue stranded animals. In addition to working full time, she’s attending the University of Pennsylvania, earning a degree in forensic anthropology. She has one dog and two cats.

Darlene Sosa Photo Darlene Sosa – Humane Law Enforcement Officer
Darlene is 37 and the mother of four sons. She has worked with animals for 8 ½ years, but has only recently worked with the PSPCA as an agent. Before embarking on her current career, she was a hairdresser. Her family has two cats and one dog.

Out in the Quaker state, Humane Law Enforcement operates very differently than in central Philly. Here, agents work alone often on remote farms or in isolated communities like the Amish. In this territory, maverick trailer dwellers live on lonely plots and believe they answer to no man.

Chad Weaver - Statewide Humane Law Enforcement
A country boy at heart, Chad is passionately committed to helping his fellow critters. With the PSPCA for seven years, he is a humane law officer as well as director of adoptions for all out-of-town operations. Chad’s area includes Lancaster County – land of the puppy mills.
